Amalia, moglie dell'onorevole Antenore Onorato, sentendosi trascurata dal marito, sospetta l'adulterio; quindi si reca da Perugia a Roma per incaricare delle indagini il "Dottore", investigatore privato. Questi, avendo scoperto che Antenore, in occasione di un convegno "Pax Populorum", è entrato in una villa di Ostia; invia nella stessa il collaboratore Lepre. Ma la villa in questione è una clinica che si occupa di casi di impotenza maschile e sul momento, ospita, oltre all'onorevole, un generale e un industriale del Nord. Il Dottore, male informato da Lepre, si introduce nella clinica al posto del tedesco prof. Von Stronphen che rinchiude nel proprio ufficio. In veste di improvvisato specialista, il Dottore cura efficacemente i tre ricoverati e, messe a posto le rispettive coppie, con i finanziamenti dell'industriale rileva la clinica stessa, cambiando così mestiere.
